The inefficiency of management within the Djiboutian and Malagasy public administrations has sparked criticism.
To address this issue, the adoption of private sector concepts, such as the employment and skills planning,
is being considered to enhance employee engagement, viewed as a crucial element for organizational performance.
This comparative study focuses on the specific impact of strategic workforce planning on normative employee engagement.
The statistical data collected from 200 employees spread across 20 public establishments in Djibouti and Madagascar are
used to analyze the results. The findings reveal that competency plays a significant role in determining employee engagement,
suggesting avenues for improvement in the public administrations of both countries.
