262 Human dignity is not obvious in the world of administrative function, especially when political neutrality remains subject to confusion. Meeting the demand for service is already an accomplishment, but having a habit of recommendable attitude, exemplary behavior and decent work to respect subjects’ human dignity is quite a challenge. This study explores the conditions required to create a framework of the “good life” where “living together” constitutes the purpose of the service provided by the civil servant, taking into account Rolland's law, of which the corollary of equality is neutrality. To this end, the study will inventory the legal-political instruments necessary to present the letter of the presentation and call on the works of the English philosopher John Locke to explain its spirit. Whose works will support, in the process, the choice of tolerance as the primary virtue required, a solution to the problem of the neutrality of the administration in a republic where the rule of law applies.
