181 The National Center for Oceanographic Research (C.N.R.O.) of Nosy-Be was established on April 4, 1977, by decree No. 077-081. It operates as a public establishment of an industrial and commercial nature (EPIC). Notably, it is the sole public establishment under the technical supervision of the Ministry of Higher Education and Scientific Research with its headquarters located outside the capital. Additionally, it encompasses the VANGAINDRANO Oceanographic Research station as its annex. Since its establishment, the center has seen 11 directors come and go. The center plays a crucial role in shaping and executing the national policy for scientific and technological research in oceanography. Additionally, it actively contributes to the preservation, safeguarding, management, and advancement of marine and coastal resources. It provides support to development stakeholders in the marine and coastal environment by facilitating the transfer of technologies arising from both national and international research. The research departments are complemented by various support services, including administrative and financial support, armaments and equipment management, general documentation, and a dedicated sea museology department. At present, the center operates with a team of 20 researchers and 47 support and technical staff, actively engaged in 15 ongoing projects. The CNRO Oceanographic Museum was established by ORSTOM in 1955 and regularly receives between 600 to 800 visitors, both national and international, each year. The museum's collection of specimens, including various species, was gathered from locations throughout Nosy-Be and other regions of Madagascar. Since 2021, the center has been hosting university training programs in the field of Science and Technology.
