180 Previously home to disparate populations living in self-sufficiency, in areas linked by paths, the Northern part of Madagascar, which has become the province of Antsiranana, underwent strong economic expansion during the annexation period, supported by tangible progress in education and public health, the construction of roads, ports, airports and other communication infrastructures and a wide international outlook. The colonial power wanted to establish itself for the long term and spared no effort to turn Madagascar into a modern and prosperous country. This certainly does not compensate for the deaths, deportations, forced labour, expropriations and cultural alienation suffered by the local populations during this period, but the province of Diégo-Suarez would certainly not have had a better fate if the Merina monarchy had lasted.
