126 The increasing number of the population and the scarcity of natural resources concern scientists and all citizens worldwide. Recently, the world population reached eight billion however one out of nine persons suffers from malnutrition in which are added the issues of water deficiency and the environmental degradation that is hitting the current generation. The blue economy concept offers an opportunity to contribute to food security, job creation and economic growth to the poverty alleviation. Meanwhile, on a global scale, there is no common definition of this concept as each country or entity appropriates and defines it according to its vision, its objectives, its potentialities and the existing opportunities. This article aims to attract the attention of policies, programs and projects’ developers in Madagascar in line with the blue economy in order to well frame all initiatives to result to a “sustainable, just, equitable and responsible blue economy”.
