114 In the event of the presence of a forest governance crisis, noted by the inability of the State to put in place measures to curb the increasing rate of forest degradation, the role played by the forest service is legitimately examined. This work addresses the public policy deficit in the implementation of actions to protect the National Forest Estate of Madagascar. It is adopted on the basis of the approach used in political science to study forest policy. The information used is taken from the results of the stakeholder consultation carried out between 2014 and 2015 as part of the review of the national forest policy. She also applied the “multiscallaire” approach. It is a multi-scale study to see by level of decision the way in which the forest service carries out its actions
