282 Neo-patrimonialism, a concept used in political science to define corruption, is fertile ground for the persistence of impunity in Madagascar. This, combinedwithMachiavelli’sveritaeffectuale («effective truth»), reduces Law to a mereauxiliary of politics. Laws, powerless to correct inequalities in treatment, are diverted to protect and serve the powerful, oppress the poor and maintain the reign of money. Admittedly, the problem of Malagasy society is the fruit of an unholy alliance between the individualistic logic imported by colonization and the communitarian cultural logic. However, this perverse effect should not lead us to qualify impunity as irreducible. As the proverb says, «ny arivolahy tsy maty indray andro», the country still has within it men determined to get it out of the impasse. Despite the obstacles, policies and laws have been drawn up to combat impunity. It’s true that the fight is a long one, and victory will not beachieved in a day, but it’s not over.
